
Actions to Strengthen Vocational Training Processes for Adolescents and Youth
The Vice Ministry of Alternative Education and Save the Children developed a methodological guide for the promotion of alternative education by Autonomous Territorial Entities, in order to strengthen vocational training processes in their territories and thus provide opportunities for adolescents and youth to achieve their dreams through basic or intermediate technical education.
The guide is innovative because it defines curricular accreditation processes such as:
- a) Certification by competencies. This is a mechanism of accreditation through which the skills, knowledge, abilities, and values that a person has acquired through his/her work or educational experience are formally evaluated and recognized, regardless of how or where they were acquired. This certification focuses on the practical skills and knowledge a person has developed in his/her daily life and not on their formal academic training.
Currently, there are more than 131 occupational standards that can be certified by the Vice Ministry of Alternative Education, ranging from beekeeping, coffee farming, masonry, cooking, etc. The full list of standards can be consulted at the following link: https://acortar.link/PTJqiw - b) Recognition of ancestral knowledge and technical, technological, and productive experiences. It is important to promote the social inclusion of Indigenous Native Peasant peoples, Afro-Bolivians, and intercultural communities, as established by Article 18 of the Avelino Siñani-Elizardo Perez Education Law, through the appreciation of their ancestral knowledge within the framework of offering educational opportunities to people who normally do not have access to formal education. This is especially important in rural areas and marginalized communities, where traditional education may be inaccessible for both cultural and economic reasons.
These and other mechanisms detailed in the guide are a gateway for adolescents and youth to obtain a title as Basic Technician or Auxiliary Technician issued by the Ministry of Education that recognizes their experience, competencies, and knowledge.
